This first session aims to outline the legislative and regulatory context of the planning system, to discuss the basic principles which underpin the planning system and to illustrate the main areas where archaeology and planning meet. Delegates should come away with an improved understanding of the wider context of planning and archaeology, the difference between legislation, policy and guidance, and current developments in planning.

The tutor, Tim Howard, is IfA’s Policy Advisor. Tim practiced law for many years prior to joining IfA and is thus uniquely placed to understand and explain how the many layers of legislation, policy and guidance have developed over time to produce our current planning system.

A follow-up Session 2 is planned, to be held in collaboration with ALGAO: Scotland to cover the practical detail of how archaeological conditions can be applied to planning applications, and will cover issues relating to project design, monitoring and enforcement from fieldwork to post-excavation.
