The Archaeology Forum calls for Government guidance on HERs
Peter Hinton (Chief Executive, Institute for Archaeologists) has written to DCMS on behalf of The Archaeology Forum (a grouping of bodies with an interest in archaeology, convened by IfA) asking for guidance on Historic Environment Records to be reissued. The guidance was previously circulated in draft, and envisaged a statutory requirement for HERs under the Heritage Protection Bill for England and Wales. While this is no longer on the cards in the short term, most of the guidance is equally applicable within the framework for HERs set by PPS5 (and the draft National Planning Policy Framework).
It is needed as some local authorities are considering ‘fossilising’ their HERs, without provision for maintenance, updating and interpretation – a course of action that would not satisfy the requirements of planning policy, nor of residents.
